Rain in Hurnscald

I have never seen rain in TMW.
How was it there?
Did a player do that?
Does it rain at certain times of the day?

Rain is a spell casted by people playing a Mage character.
Mage's can no longer cast that spell in town cause it is buggy and can cause a lot of lag.
