It's a party, you can talk to the Party NPC in Tulmishar, in the building north of the start area with 3 doors, to learn how to be in a party. If you want to create a party you use the /create command in the party tab and right click on someone to invite them to your party. /help will give you a complete list of commands.

You can only be a part of 1 party at a time. F11 will show your party box.
