Note that these checks assume that the attacker has already broken into a system and obtained a hashsum (encrypted form) of your password and is now trying to find a string which matches it.
Brute-forcing a password on a network service without having access to its database takes a lot longer (and it is also very suspicious to send thousands and thousands of wrong passwords for the same account).

How do you think people can make tens of millions of Euros of money via sending random people emails to buy Viagra with their credit card..? Mostly they don't even bother to send you what you paid for and they trust you to be too ashamed to take it to the authorities or try to cancel the payment from the credit card company. If they are really nice and subtle, they might send you placebo pills to fill you with confidence to purchase again, but that usually gets them caught via the logistics chain on the long run.
