What language are they speaking

These group of people came up to me speaking this crazy language. they should be banned
because one of the rules says to speak english

Thanks for reporting, but they will not be banned. It is very likely they were gathering on a spot which is not to be called "public" as such. That you came along might have been a coincidence. Further, if they were speaking Arabic in public, they were to be warned before being banned the next time they break this rule.
