How do guilds work?

I see that the create guild function is available now, but what i dont understand is what exactly do guilds do? They seem to simply be larger parties, but without the exp sharing.

Now guild broken on server.

How it work.
Yes it like big party, but dont have exp,xp showing or sharing.
In guilds exist ranks (positions). Each position can have own permissions for different actions.
Guild have own chat.
Exist guilds wars and guilds alliances.
Guild members see members levels.

May be i forgot something.

i guess the main point is what permissions do the levels have, permissions to do what?
and what do the levels mean anyway, besides giving someone control over who is in the guild?



Im just curious about the whole idea, so sorry about so many questions
