I suggest you design a map for north of Tulimshar, then.

It's blocked because that's the end of the map. Like Shaggy said, you could design that map.

If you've downloaded maps 1 or 3, please download them again at the same link. They both had a bug that'd randomly crash the client when the map was loaded.

That should be a bug in map loading code which is worth fixing, any other info?

I like the new Tulimshar, but I think it'd be nice with more buildings like this:

There isn't much room on this map for that. I could add a map above the current one to extend the city and have some like that.
