FIY, banning IP addresses is more useless because:-
1) You can request an IP change.
2) If you have dial up connection then you've got like 10 different IP's.
That's probably all I could say.

When you ban a character, always account-ban him...
if he creates more accounts, do an IP check and ban him again.
He/She will quit it eventually.
