Ehh.. None of the hats/helmets I plan to make will be high-level(if I have anything to say about it) and I won't purposefully make them boring.. I think that there should be some sort of graphical consistency in items, quality-wise. What a newbie gets to wear when he starts the game is probably one of his first impressions, right?
I don't necessarily think that noob items should be boring.. maybe just a little less glorious and a little more ghetto than the high-level equipment.
