The State can have magic, but weaker magic and only the basic essential spells. Likewise the Rebels can have bows, but inferior bows of lower quality and less training in their use. Guard NPCs, human PKers, etc...Each faction should be able to find small pockets of favour in lands owned by the opposing faction, like a trader in a State owned city who is sympathetic to the Rebels and if a rebel player manages to get inside the city undetected will help him.
I can't program and I'm a pretty bad pixeller but I can compose music and help to write and design the branch.
